The water pump pulley is in two halves with tension adjusting shims in the middle, any unused shims are put on the outside of the pulley.
So.. To tighten the belt take a shim out...

So how do you slacken the belt to remove it while we slip on the alternater belt
Also how do you stop the waterpump pulley spinning while tightening it up

Take out the three bolts to split the pulley and allow the belt to come off - reverse to refit.
To stop the pulley spinning while you do this you need to improvise something to hold the pulley stationary. Either that, or buy something like this:

When I remove the pulley I use two Allen keys, one to stop it moving one to undo it;or pipe grip on two bolts and undo the third!
