Fuel guage problem

So after all of my latest woes regarding fueling... I noticed when turning the ignition on that it takes bloody ages for the guage to start rising.
Then, when it does start to move, it seems sticky (akin to a second hand on a clock). It also does the same when you turn the ignition off.

As a side note, the dash clock doesn't work at all either. Could this be a problem with the dash electrics, or is the fuel sender and clock just two different issues...??

Fuel guage normal. Its what one could loosely describe as a 'vague approximation'. Mine is no better.
