carb and pump woes

well after being brought home yet again by the AA I have a fuel pump prob need to go electric I think, question is what to go for.
Whilst checking the carb out noticed the secondary throttle not appearing to work, does this work when the engine is under load? it works if I move it with my finger but not with the vacuum any thoughts,

Facet. Incredibly reliable and will keep up:

Plenty on here on ways to fit it. Don't buy cheaper versions. The pump is key to everything. Use a disposable filter ahead of it. Keep to the 4.0-6.0 psi ones as I've linked to.
