Rear foglight bulbs won't fit in the hole!

Hi.
This is my first post on here because I'm am really stuck. I need to replace the bulb for my rear foglight and every where I have looked (Halfords, ebay, several auto bulb specialists and this forum) say to use 382, 317 or one of the various other codes they go by. The problem is these bulbs are 25mm across and the hole is only 20mm across. The bulb that was in there originaly is much smaller but there is no code/part number on it. The metal base is the same but the glass is about the same width as the base. I can find this size but only in 5 or 10w. I don't see the point in having a 10w foglight when I have 21w tail light.
I have hella lights, it's an 88/89 van RHD. I have seperate stop and tail bulbs not the 380 dual filament bulbs. I can't belive I have weird lenses as I ordered a replacement set off ebay as the originals were damaged and they are exactly the same. I have tried led bulbs (admitedly only cheap ones off ebay, all the bulbs need replacing and I can't afford £8.49 a bulb from camper van culture) as they are smaller and I wanted to upgrade the brightness. I don't know why but they are unuseably dim compared with filament bulbs.
Am I the only person in the world who has had this problem? I can't find any one else on the net who has.
Please somebody help me as this is driving me round the @*%$ing bend!
