Throttle Damper

I was just giving the carbs on my 2ltr Aircooled Westy a bit of a clean out, when I noticed that even though the left hand carb has the damper on it, the plate on the bar conecting the throttles that hits the damper isn't there. Would that be because it's an automatic? I can't find any broken welds or anything. It just seems it was never there on the bar. Is this a problem that would cause small countries to disappear in a cataclismic disaster, or is is it nothing to worry about? 
It does run a lot better for me cleaning all the crap out of the carbs and also tightening up just about every jubilee clip as they were all loose. Hence the previous worrying petrol smell.........
