It's a crank case breather.
It allows gasses to equalise from the crank case, there is no real pressure in the hose it just lets air and oil mist out of the crankcase, and let's it into the carb to be burnt in the cylinders.

Reads like a two Ronnies comedy sketch

(meant in a friendly joshing sort of way

)
Clean out the breather tower and renew the hose (if it looks tatty)

Brickwerks sell the hose (it is a special type of hose, don't use any old bit of hose).
No clip needed

Ok thanks
Does it unbolt and do I have to replace any orings etc

Yes, it unbolts, you can see the 4 nuts on the base of it

It is unlikely you will need to replace the "O" ring, but Brickerks do sell them, just in case. Petrol is good for cleaning it out (I have never tried to strip a breather tower, don't even know if you can

)

ok , perhaps I will get a mechanic to have a look, its abit mucky around the hose connetion( why I thought a clip was needed) and has ran
down the tower to the engine , just wanted to clean it
