back bumper fitting over towbar

Hi i have a t25 caravelle which has a towbar fitted ,she came without a bumper so i found a good used one to pop on it but i cant see how it fits onto the van as there is no holes for bolts to go into .can anyone help me make my old van? !!!

I have fitted the bumper now but could have been easier with a extra pair of hands to level up the bumper to mark it but i managed it in the end
