Diagnosing starter motor

I've been having starting problems since refitting my engine which has gone from being a fuel starvation issue to an electrics issue see https://club8090.co.uk/forum/viewtopic.php?f=37&t=128934" onclick="window.open(this.href);return false;
Yesterday I removed and cleaned the thick earth straps at the battery terminal and gearbox / chassis which made no difference. Is there any way to check the functionality of the starter while in situ? I'm guessing I can check if it's getting enough juice by connecting a multimeter but after that it's either taking it apart or getting a new one right?
