rusty panel behind fridge - help

While I had the fridge out i decided to check behind the insulation in the panel behind the fridge as i had a sneaking suspicion the water filler hatch was leaking into the gap between the panel and insulation. To my horror this is what i found
Seems water has been getting in there and its made a right mess , someones tried to rust treat this before by the look of the black paint but it hasnt worked. The black bits between the outer panel and inner frame are crunchy if i press on them.
Now I have no experience of body work and am not sure what to do about this!? The panels seem solid from the outside but from inside it doesnt look like there is much holding them on anymore apart from a black rusty mess. Do i need to replace the panels or can the seam be repaired from the inside?
Any advice would be much appreciated...
