Oil and exhaust

Hello!
I have a couple of queries that I am hoping someone can help with.
I dropped the oil today - first oil change I have done since owning it (previous owner is a mechanic we know and did a change just before selling it). I have read that 4.5 litres is what is needed (1.9DG 1986). When I got the bus the guy I bought it off showed me around it and we pulled the dipstick where it was reading just over the max mark - it has stayed here for the past 6 months and I have done about 1500miles.
However after dropping it I measured it out and it is around 4 litres? Now do I put 4.5 back or put 3.5 back and then keep topping up until I hit max on the dipstick? How accurate is the dipstick?
Another thing is that it has a slight blow on the manifold from no1 cylinder so I thought that whilst the oil filter is out of the way I would whip that off and put a weld over the pin hole. When I got it off I noticed there is no gasket between the head and the manifold - is that correct?
