sound deadening?

I'm investigating where I can drill holes for seat belts in the panel forward of the engine. Looking under the van there are plenty of places, but the metal is covered by a sheet of foam like material which retains water like a sponge.

Ive pulled it back at the corner and in places there is light surface rust, so I'm wondering if it is good practice to remove all of this foam like sheet from this area? Is it potentially causing a rust trap? But if I remove it will there suddenly be more road and engine noise in the van?

Got rid of mine years ago, and then treated the exposed areas. Not had a problem since and not noticed any associated noise increase. . .

Amen to that. Sound deadening better on the inside unless whats used on the outside is impervious to water.
