heyup mark
thats pin holes in the metal/rusty stuff etc and moisture coming through, even when doing a repair, an area next to it can suffer, unless you strip every last bit off

got a picky in bare metal etc? its odd for new metal to do that, you can get it in seams where a new panel abuts an old one even though you sandblast and treat, but looks like water to me, can you tweak it like a spot/pluke?

Have you tried asking the firm that painted it? Most paintshops would put right problems, after a short period.
