2.1 DJ Fuel Gauge (still asleep)

Ay up,
I have had an empty tank for 4 years+ (garage project) and I put 30l in (although my gauge disputes that - hasn't budged).
Based on a dry tank in an un-used vehicle for so long what are the potential root causes (i.e. where should my process of elimination/fault finding start)? Assuming the fuse is ok
Another question, where is the fuel filter? My 2wd 2.1 DJ had one, but the syncro comes straight out of the tank into the fuel pump, can't see a filter anywhere???
