Need help in Coventry with my LHD Westy 1.6 td.

Hi and Happy New Year!
I have a 1987 LHD Westy recently she is refusing to start first time and sounds as though the engine is winding itself up to start and then will cough into life. I am not sure what this is; glow plugs? fuel line blockage? or something else. All this with plenty of exhaust. My neighbours are not amused! She does need a service, any recommendations?

maybe glow plugs
timing (tried the cold start handle?) cambelt and timing check
air getting into fuel/ leaking diesel from anywhere?
as you say blocked fuel/water in fuel, changed fuel filter?
blocked/inneficient injectors maybe?
knackered pump/ leaking diesel?
colour of exhaust smoke? white/blue/black?
fit clear diesel lines from the filter and return from pump and a bulb pump so you can see whats going on and manually prime.
