Fuel pump timing

I'm stripping down my aaz 1.9 td engine. It was running but did have fuel problems - cutting out when out driving, although it would idle all day long.
I've set my engine to tdc using mark on flywheel, locking bar in camshaft and pin in fuel pump sprocket. I've now took the timing belt off.
If I remove the locking pin from the fuel pump sprocket the pump "springs" anti clockwise about 10mm. I can move it by hand back into the locking position.
Is this normal?
