Can anyone shed some light on what these rear mounts are for??

Think it maybe a bike rack but not sure of the make/model

They look to be for a Paulchen rack.

Can be configured to take a luggage box or bikes. I carry bikes on mine.

My rack has the bottom mounts as hooks under the lip of the tailgate - similar to the top ones pictured. I have not seen the brackets fixed to the tailgate before. Mine just hook over top & bottom and are tensioned by the rack and by screw fittings between it and the bottom hooks.
