The turbo on my bus is not kicking in.
turbo is blowing oil up the iniet manifold pipe.
the actuator on the pump is only opening up a tad.
does this meen my turbo is no longer a turbo

Check the small vacuum hose that goes to the inlet manifold, if it is perished you will lose boost.
