Headlight resistors

Hello,

Can anyone tell me what the two banks of resistors are for that sit on the front cross member where the bottom of the light grill sits. The reason for the question is that i have just upgraded the headlights to square type and seem to remember reading that on some models for limited years they had dip beam resistors. I also remeber reading that these could be wired out. I have looked everywhere and can't find the post. What I would like to know is this:

1) can they be removed
2) if they are removed do I just joint the input and output wires for the resistors together

Thanks both. Now I know what they are for I will figure out if I can take them out of circuit and how
