Getting radiator hot/fan cutting in etc

Probably a silly question but I'll ask it any way !

As I cant drive the van on the road yet due to waiting for the DVLA to give me a registration I can only start the van and let it tick over.

This afternoon I let it run for 20 mins the hot air comes out okay the temp needle sits at a 1/4 no lights flashing no leaking water the fan doesn't kick in and the radiator didn't feel hot to touch

Is this because its not hot enough yet ?

The big pipes running to the front felt warm by the time I switched it off.

is this all normal ? Seems normal after all its just siting there ticking over

If this is a ridiculous question then tell me ! :rofl

Doesnt sound anything serious but have you checked the thermostat ?
Sounds like its taking a bit too long to heat up.
