Engine Problem

Good Morning :D

I am having a slight problem with my 1.6Td in my T25 "Little Blue"

The throttle was sticking, so after abit of research I replaced the throttle cable, and all seemed fine.

I have noticed an 'actuator' type thing ontop of the engine, which seems to be sticking open causing the revs to remain high after a period of 3/4 throttle i.e. on the motorway. After 20-30 seconds or so the revs creep back down.

At first i thought the vacuum pipe ontop might have been worn, so i replaced it, but i am still getting the problem, which only seems to happen when the engine is warm

1st questions, what is the actuator type thing called
2nd, is it serviceable?
