2.1 MV oil in the water

I picked up a camper a couple of months back where the guy was totally fed up with it. He'd rebuilt the engine (2.1MV) the year before and was heartbroken to find oil in the water. I picked it up cheap thinking it's probalby a burst oil cooler as I've had that a few times, an easy fix and happy days.
Anyway it turns out the oil cooler wasn't connected, so that's not the reason. After leaving it on the drive for 6 weeks it didn't fix itself so I checked the compression today and it's good, 150PSI 'ish across the board, the engine runs reasonable, but it is slowly pumping oil into the coolant.
I can only think it's leaking thru the bottom liner seal, I can't see where else it can get in and it kinda makes sense witha fairly recent re-build.
Does anyone out there agree with me or is it likely leaking somewhere else?

Actively pumping oil in? How do you know?
I'm wondering if the cooler did die, the cooling system's really oily inside, and that's why new coolant's getting oily - just residue. There's a LOT of pipework to be clagged internally...

Actively pumping oil in? How do you know?

Very good point Adrian, after fixing mine (long story) it took at least 10 flushes before it was clear(ish). I got to be very efficient at draining, re-filling and bleeding

The oil cooler although present was never attached. The guy originally had a 1.9 Engine without oil cooler. He used the water pipework, ECu, wiring, etc from the 1.9 and installed the later 2.1MV engine.
I've flushed it out 4 times now, I know what you mean abut oil residue, it's the sort of thing I was hoping for but it isn''t getting any better.
