Ignition coil negative connection electric shock

why do I get a mild electric shock when touching the negative connection of the coil? ( tacho feed)
The coil is 12V so surely this can't give me a shock even is the negative is essentially AC
does this indiacate a breakdown in the insulation betwween the coil primary and secondary coil?
