Replaced carb and not running right..

Hi all,
I have an '87 1.9DG.
I recently had to swap out my Pierberg as the nubbin that the vacuum hose went on had snapped off (I still have old carb) replacement came sans choke, so have used original. Replacement carb went on easily enough, and engine idle etc was adjusted to the point that we were happy with tick over etc.
Now starting the engine from cold it struggles to start and I have to feather the exhaust to get it to go. When I accelerate the engine dies.. unless feathering the exhaust. When engine is warm this problem is not apparent.
I am assuming that the Choke is causing over-fueling - if this is the case, is it likely to be poorly set up? or do I need to get a carb refurb kit as has been suggested to me?
