How do you fix interior lights in place?

I've got some led interior lights, and they're all wired up nicely, but I can't figure out how to get them to stay in place. They were originally stuck to the headliner with sticky pads, but they keep falling off. Any ideas on a more permanent arrangement that won't damage the headliner? Velcro?
