2.0 Aircooled - throttle linkage question

Got a 2.0 Aircooled which I had running great until some clowns changed the clutch (story for another time).
Anyway the upshot was that when i got it back the van virtually drove itself because the revs were so high. So they took it back and it seemed OK when they returned it.
I have started using it this year and it seems like i am just not getting any response when I push the accelerator down although the van runs fine otherwise. I got a friend to depress the accelerator whilst I looked at the linkage and it seems like the accelerator has to be pushed a little down until the end of the rod (circled on the pic -not my van by the way camera is bust!) moves.
The accelerator cable seems quite slack and there doesn't seem to be any further room for adjustment i.e. its on max adjustment.
Any suggestions what adjustments to make greatly appreciated.
To my way of thinking it was running great previously so it must be something that the garage did to the throttle adjustment but presuming they adjusted it in the engine bay and it is now on max adjustment can't see what could be wrong.
