Reluctance/Hesitation to rev from idle

Apologies if this has been covered before (I'm sure it has) - I've tried to search for similar but found nothing.
1.9DF/DG (was a DG, now a DF, but still has a DG carb - pierburg 2e3)
Vans not been driven for a few (3) weeks.
Drove today - was fine at first (maybe while cold) but then started to hesitate to pick up revs from idle.
So pulling away from lights, press the accelerator, revs seem to bog down (i.e. don't increase).
I give the pedal a good mash down and they then pick up.
Sometimes it would do this, other times it would be OK. (So its not a permanent 'feature' yet!)
And generally it just seemed sluggish to accelerate (more so than normal I think but hard to quantify)
So ....... is it ...
1) Water in fuel/Old fuel
2) Fuel filters blocked
3) Vacuum advance not working
4) Vacuum leak somewhere
5) Accelerator pump diaphragm
6) Something else .....
... Was hoping you chaps could give me some direction before I start poking around?
Or maybe jut eliminate one or two of the above given the scenario?
Or pop round and help me fix it ????
