Handbrake rod or cable???

Hi chaps,
I'm wondering if anyone can explain why this 1984 t25 i'm working on has a solid rod that goes from the hand lever to the balancer? The handbrake failed miserably on the MOT, despite having greased all the shoe moving parts and adjusting them as per the haynes manual. The rear cables don't look too old and seem to move pretty freely so i'm pretty sure the resistance is not there.

The first part should be a rod, then cables after the balancer....

I did look for an "introductions" section but couldn't find one, "chaps" - a generic term for anyone who's hopefully going to give me some advice. Its not my camper, just helping a mate out and regretting it big style!!!
So it is meant to be solid, damn i was hoping that it had been bodged and used to be a cable. It seems a bit creaky, but you can't seem to get to any of the rod guides because of the bloody fuel tank! Are they in plastic guides or something like that? Only scored 11% (16% pass) on the brake rollers and starting to clutch at straws now!

The rear brakes are not adjusted with the cable.
If the self adjusting mechanism is assembled wrong then they won't work

Iirc if it's over adjusted it won't perform too well either....
Looks like you mostly nearly had the tank off as well!!

I had the self adjusters out and greased them up, adjusted the shoes 1.5mm smaller than the ID of the drum.
You're right Mocki, maybe it would have saved me a job!
