Look at your timing.
I'm pretty sure its a timing issue.
Someone will be around soon with a full explanation .....

Too far advanced timing would be the answer in ye olde black and white days.

Assuming Pierburg 2E carb, iirc the "Bypass cut off valve" (item 10, pic 13.2B, page 4A.9 in the Haynes) cuts off the fuel to the idle path when no voltage is on it. Could be stuck open ?
Source = This is a fairly common fault on a Scirocco (though that Pierburg is slightly different).

Wikipedia has a good explanation of "running on" or as it calls it dieseling
So all the answers / suggestions above could be right
Has it done it for long - recent occurrence? Does it do it from Cold?
Have you recently messed with the timing? Do you know if the timing is correct?
