headlamp adjusting/repairing crack

The MoT man says one headlamp aims too low. I've taken off the grille, identified the correct two screws and had a go at turning them but it's hard to tell if I'm making it better or worse, and I'm worried about snapping something. I'm guessing: to raise the headlamp do I turn the lower screw anti-clockwise and the upper clockwise?
On the other headlamp a big crack had let water in, deflecting the beam. Water is now out; is there a smart way to glue the glass? I believe that superglue doesn't like the wet.
