Holdsworth Villa 3 Water Tank

Hello. Hope everyone is well!
I've posted one or two things before but not actually introduced myself or ourselves.
We are Matt and Danni and have not had our 1986 1.6 CS Diesel T25 long but are thoroughly enjoying it!
The van is a Holdsworth Villa 3 conversion with an underslung fresh water tank. The previous owner cut the pipe to the tank from the filling point (it's just hanging around now) and paneled over the hole for the filling point (not too sure why). I'm guessing the filler point would have been on the door pillar?
The plan is to try and get the running water system back in action - the pump and tap work (the tank was manually filled a little with a hose pipe to test).
The question is how do I re-attach the filler pipe?
Cut a new hole and fit a new pipe and filler cap? Does anyone know the route for this?
It may be a silly question but the filler pipe is attached quite low on the tank. . . . Will the water level get above this without pressurised filling?
