It's a block heater for heating the cooling system.
I presume the van is an import from Sweden/Norway/somewhere cold?
There will be an electrical socket on the outside of the van somewhere, where you plug it in.

Bang on Simon!

It's a Swedish import. The former owner is the 'Swedish State Railway Company'. And yes, it has a 240v plug hanging out the back!

Presumably its just a small heating element in the water systemwhich preheats the coolant?

When I start my restoration, I'll plug it in and try it.

Many Thanks!

Hope I'm not teaching my granny how to suck eggs here, but make sure whatever you plug it into is 30mA RCD protected......
