FC101 or Series 2B chassis possibly? Probably the latter as the hubs look familiar:

Well spotted, silverbullet. I've been looking at that picture, trying to figure out what was strange about it, and it's those hubs. Yep - looks like it's a Bay body grafted on to a Land Rover. And they've done a pretty good job of it too.

i am sure that the hub bits you are talking about are just bolt on steps to get into the cab. they arent on the back and they are not on the back of the LR FC either.
that could be a syncro chassis under there.
ive always wanted to stick a beetle or splitty on a syncro chassis. its just going to have to wait till i sell a kidney/house/child/girlfriend/win the lottery.
