The shroud is for the hot air pickup on air cooled engines. My water cooled had this exhaust with the same problem. I changed mine unnecasarily believing it was blowing from here.
Is the exhaust blowing, and is it air cooled?

No, it is water cooled & I do not think it is leaking exhaust gas, it appears to be just the outer casing is split. When I stuck a small screwdriver through the hole & tapped the inner pipe it felt pretty solid.

Just out of interest, do we need the hot air flexible pipes on a watercooled as mine are knackered and not that cheap to replace.
When people have aftermarket exhausts, do they even have this hot air take off on them?

No we don't need them. Carb icing is not an issue on these engines in our UK climate. Even in that VERY cold winter 2 years ago my DG had no icing problems and I had removed the (rattly) heat exchangers when I last had the exhaust off. After market systems do not have them fitted either.
