Change Power Steering Belt on 1.6TD (jx engine)

I've just fitted a new alternator and 10 minutes into its first journey the alternator belt snapped - must have not been tensioned correctly - and knocked the power steering belt off.
I have now fitted a new alternator/ water pump belt but can't work out how to get the power steering belt on. I've removed the pump pulley - came apart in 2 halves with 2 spacer washers between - but can't work out how to get the bits of the pulley reassembled and onto the pump whilst also fitting the belt.
I've only removed the alternator for access so far and gone in from above. Can't work out how to get the plastic oil fill pipe off the metal section below, which would improve access. Can anyone help?
