Hiya

We have just bought a good secondhand tailgate.

It has got slight surface rust in a couple of places, what so we need to use to get rid of the rust?

Sand it down then treat it with something or what?

Depends how bad the surface rust is and if it has pitted the metal.
I'd grit blast it and acid treat it to make sure the rust is gone, then etch/epoxy prime and paint.

If you don't have access to a grit blaster, you could wire wheel it/sand it and apply vactan, then primer and paint.

Same as above. Small grit blasters can be brought from machine mart etc, Aldi sometimes do them as well on the specials.
