On the edge of the hubcap there are two holes.The puller fits into them.

Hi Rob, got that but do you just pull? Or does it lever?
It's much smaller that I thought it would be.

The clues in the name...Hub Cap Puller.

The hub caps can be difficult to get off due to crud and rust.
Get your index finger/or both index fingers in the end of the puller and give it a good tug...ooerr!

You are supposed to put the wheel brace handle through it and lever against the tyre.
