Plastic fuel filler neck

Need to remove this to acces the edges for slight rust repair, undid the 3 screws but it won't budge and ideas how to remove it?

it twists a small amount to remove the top part, you also need to undo the top part from the neck

leave the 3 screws alone, undo/cut/remove the jubillee clip thaat holds mit to the neck , remove filler caap, find suitable sized open ended spanner and sit this in the opening so it fits in the 2 slots which the cap locks into , then use grips or another spanner and simply twist , only need about 1/4" and it will come free and job done

always worth checking the rubber pipe that attaches to it while your at it, it perishes and then lets water in from being sprayed by the front wheel.
I`d replace the rubber pipe, plastic part and metal ring that the three screws attach too all together using parts from brickwerks to save hassle later.
