removing underseal?

How do you remove underseal without damaging the paint underneath.
One of the previous owners thought it a good idea to hide the rusty seams by undersealing the whole rear valance...

Try hot air gun, with plastic scraper, and finish with white spirit or terps. But not hot air gun and the liq

Where the seams are of course, you'd want to remove everything including paint, so whilst messy (full face mask) a 4 1/2" grinder with twist-knot wire wheel might be appropriate over that region. Effect is much the same heat and scraping together. Sharp flat scrapers are also useful once you can get under an edge.
Underseals vary, the original VW is more a rubberised layer, other aftermarket ones are often bitumenised? Once moisture gets behind them in a pocket, they're worse than simple paint as they never dry out.

Thanks for the replies chaps......
In the end I used turtle wax bug and tar remover.......worked a treat...
I can't believe some one would paint the whole rear valance which was in good nick, to cover a couple of rusty seams.......
One side isn't even that bad.
The paint underneath is really good..........
Now instead of having a black wavy hand painted line above my rear bumper, I have nice shiney white paint.........
