Dehler/Westy 240v-12v transformer? Black box identification.

Can any electrical boffins take a look at the bottom two photos of this post

and comment on what the device may be? I've got a suggested identification and would like some confirmation.

I still maintain it's a Westfalia LG20 battery charger unit.
Here are the original instructions and wiring diagram:

According to the diagram there are 2 plugs, one for the 12v system (2 pins) and one for the 220/240v (3 pins).
12v went to the end of the original Westfalia loom, under the R&R bed. The 240v connections did at the other end of the box, connecting to the circuit breaker system and ultimately the external 240v socket.

Ooh, might be worth a bit then. How does one test if its functional? Wire up to mains and see with a multimeter what the 12v outputs are? What should be acceptable levels?
