Bodywork Pre Drill Punch for aiding drilling out rusted area

Not quite sure what these are called, but basically, I will be tackling the rusted areas on my lower front valance, and in watching Ralph's (CovKid) video on Youtube on how to go about cutting out rusted areas on the lower front valance, he uses a kind of pre drill punch, which when used leaves an indentation in the metal, and aids the drill bit to stay where it's mean to.

Anyone know what they are called? Want to get one and do the job right.

Thanks.
