1.9DG Choke problem

Right where do I start........ 
Brothers F reg 1988 1.9DG
Wont start in the morning I think it's the choke.
Stone cold removed Pancake and the butterfly is wide ope pointing to the sky. Press throttle without starting still wide open and pointing to the sky.
The butterfly has no resistance and is just flopping about.
Removed pipe from choke pull down unit and cant keep sucking so seems good. Removed choke housing tiny spring not snapped and coil spring attached as should be.

Surely the choke butterfly should be attached to something?
