I take it this is the breather pipe from the tank, is that where it should be? only I filled up with diesel during the panic and had a large patch under the van.

no should be under the top of the filler

There's a thicker one that branches off under the filler, but that's already got a pipe attached.

Is this behind the black plastic shroud mate? I could remove mine to compare if it is?

Yeah, only 2 phillips bolts.
