I had the same problem with the BOV operating at full throttle
(Turbo is marked AIResearch which I believe is Garrett)
Freeing the waste gate was possible without removing the turbo
A 16mm open ended spanner will grip the waste gate lever from above or below
I used a good dose of penetrating oil (which will burn off) followed by silicon lube (which I hope will stay put longer)
Wastegate is now working and no sudden hisses and power loss
I don't have a boost pressure gauge so don't know my pressure
From posts on increasing boost it seems advisable to fit a EGT (exhaust bass temp') gauge to prevent engine damage due to temp'
