I think people are trying to gently point you away from this one cooper
I remember seeing this one for sale a while back, and i'm sure it wasnt so freshly painted? It not having diff locks would stop me getting it at that price. Bulkhead is not an issue, some people like to have it and its pretty easy to remove. having the spare under the front is a optional extra, so ok. I wouldnt get to hung up on the VC, if its the original one it'll either be stiff or failed open and will cost £600 to fix.
I thought syncro's didnt come with the 1.6d engine? thought they were all td? There are better vans in the UK for the same ballpark figure.
But hey, if you have already decided it's the one for you, good luck, you'll get lots of help/info from here.
Before you commit though, take a step back and pause for thought. Does it have what you set out to get? No diff locks, LHD, horrible engine for a syncro (no power, and what there is being sucked away by the 4WD). To be honest even if you bought it back and changed your mind and tried to sell, you would really struggle due to the above points
E D I T, looking at the cab floor it started out as a td, could still have one and be listed wrong?

Well if you say its not the best one to get then i dont want to buy it.
You guys know alot more than me so if you say its not worth getting then cool.
I really want;
Syncro with diff locks
Diesel
Lhd or rhd
Body work with no rust or just surface rust.
Mechanical sound
With an mot
Decent engine for 4x4 driving
Anything else is a bonus. (roof roack/captain seats)
For £4000

I don't think it's been mucked about, fire/ambulance etc. trim specs were very basic indeed. Likewise the lowly 1.6 derv engine. Spare wheel underneath isn't an oddity, some were inside, some underneath like mine (M-code option?)
It is a tidy bus (on the face of it) and late but no lockers, which does rather limit it to all-weather road work. No good as an overlanding base vehicle on the face of it.

I wouldn't buy it either.
For £4k expect rust.
I keep thinking about selling my caravelle but then changing my mind. It has original paint so it has rust but there is no way I'd sell it for £4k.
If you buy a caravelle like the one you are looking at by the time you have put wheels and tyres, cooker unit, R&R bed, night heate etc you will be looking at £6k plus it won't be very good off road as it doesn't have any lockers.
£4k isn't going to get you a Syncro like you want. You will struggle to get a 2wd with no rust for your budget.
I would put money on the one you are looking at being rusty again within a year.
You need to acquire more money to get something decent.

At the end of the day, it's your choice. If you like it, you like it. Just don't buy it because you have to have one.
Dont just limit yourself to diesel, petrols aren't bad (i prefer diesel, but lots like petrol too, and you won't be affected by the LEZ with a petrol engine) and you could always fit a subaru engine when funds allow.
you shouldnt discount ians caravelle, its had most of the expensive stuff done..
3 vans here that i would look at before your one (in your price range)
has most things you want but petrol

This is the voice of someone who has not being Syncroing very long .........
A syncro without difflocks is a very capable vehicle. My locks have not been working since before Syncro25 in Mammutpark and Ive only got stuck once and I use road tyres.
Most Syncros have the spare under the front as the fitted bash plate is an extra and when fitted the spare goes into the rear compartment, of if you are lucky on a wheel carrier.
This Syncro Cooper is looking at is a basic van. Its typical of the majority of Public Service vehicles that pop up on Mobile.de. These vans are maintained by the book and are in generally great condition. This one looks like a good one and I reckon it will be mechanically sound as well. I doubt the leather seats though. I'd say on the face of it, if she buys it then she has got a bargain. Its basic but if its going to be a camper thats a good thing as she isnt paying for stuff that will be throwing out. So it doesn't have a locker ..... so what!

i think you need a rear locker as a minimum........ especially if your doing any meaningful offroading. And if you haven't got them, you'll want them as soon as you go to a event

Cooper..... This van has everything you want except a diff lock. The German Public Authorities dont have rusty vehicles. There is too many people now giving advice and its getting out of hand. I doubt if its had a respray. Its got perfect bumpers. Its been kept under cover. Go and buy it as this is a clean van that has not been in the hands of an 'enthusiast' who has had a chance to bodge it up

Yeh its getting a little confusing.
But you recon it will cost approx 2k to fit diff locks?

Have we got our own Stacy-poo now? Before you get anymore help you should have to post up some pics.
