Should the filter be between the tank outlet and small plastic hose??

From the tank, just a short length of hose (8") then the filter then fuel hose

The filter is in a sandwich of flexy fuel hose so the complete system is ... tank outlet, hose, filter, hose, plastic pipe, hose, pump, hose, carb, hose, plastic pipe, hose, tank inlet.

dont be tempted to run rubber hose all the way from filter to pump, unless the plastic pipe is damaged, you will regret it - the rubber hose needs frequent replacing, and is the single most cause of engine bay fire in older vans, especially Aircooled.
