You can have 12v but only say 500mA and the washer pump could take 2A to run so the voltage will drop whilst the pump is running slowing the or stopping the motor, I would check contacts as Oldie says, remove steering wheel etc. Bend contacts or buy a new switch?
Other jobs to do......are endless

The washer pipes should be got at by removing the top grill if I'm correct and not dash

The motor should spin and you will hear it, as its a dc motor I don't think it really matters which way you wire it (i may be wrong?) But always best to put positive/red wire to + battery and negative/ black or brown to - battery.
To test your wiring use a mutimeter or if you don't have one a low cottage 12v bulb (5watt) and wire to the pump wires, press the washer stalk and 12v should appear on the meter or bulb should light fully, if nothing then its a fuse/ wiring fault.

12v on the wires at the pump may not necessarily mean there is enough current getting there

do you want a cheap simples fix??
go buy ( or rummage about in your box of bits for) a 12v relay, of the type used for driving lamps, fog lamps, ect, and use the original pump wires to control the relay, and the relay to supply plenty of voltage and ampage to the pump..... its over kill, but will solve your problem as long as the pump wires have enough power to switch the relay
