My guess is that it's some sort of an oil de-aerating device since it's so close to the pump outlet. The reservoir is close to the pump but there's no appreciable "head" to feed it, so maybe they cavitate a bit given half a chance or the system just isn't very good at losing any oil froth that might result i.e carries it over from return line to pump inlet?
I'll have a look at the SA and see if it has that crimp too, the pump relief pressure is only 75 bar compared to the usual 115 bar for other T3's but the pump is mounted similarly high up.
I did all this pump design stuff at Tech over 20 years ago but I have forgotten most of it!

I've been tinkering with a ZF PAS rack and pump from a well-known front-engined, rear-drive German car of late 80's vintage here, with a view to fitting the whole shebang to the RHD syncro.
Looking at the hoses and comparing them to the T3 set up that's also on the storeroom floor, the "other" system's HP hose also has the distinctive external crimp collar - used to secure the baffle tube - positioned approx. 300mm from the pump outlet, as per the Transporter. Same, detail, same position from the pump outlet.
So it's a ZF thing, not a VW PAS feature.
