Theres a 3mm gap with the engine off at the moment. So it should be completely shut when the engine is off then?
I don't think that matters, as the pull down unit will open it to 3mm once the vacuum builds soon after starting,
with the engine running you should not be able to close the flap though (another sign that the pull down is shagged

This is how far the choke housing needed turning to get the fast idle cam anywhere near where it should be.

Its as far round as it will go.

But it still isn't far enough round to get the fast idle adjuster on the highest step.

Choke flap is now closed nearly all the way (about a 1mm gap now instead of 3mm) with the engine off.

At that setting from cold the engine idles at about 1700revs. Once warmed up its got a nice 900-950 idle on petrol and a shade more on gas.

see the metal arm that pushes the cam?... it's can be moved slightly to adjust

full travel of the dog in the housing, this pushes the stop 2mm onto the cam

The bi metal spring at rest in a perfect place.

Spring adjustment, undo the screw and turn the shaft... I tried to do this but the screw sheared :(

You may be able to wind the spring up and tighten it enough to move the cam

It only needs to move maybe another 2 or 3mm to get onto the highest step.
