Doesn't the lip of the seal and the lip of the cover overlap each other preventing that? (Did mine 2 years ago so I'm struggling to remember)

Mmmm, maybe mine had been replaced at some time or the lip was broken.

Yep as far as I know the piping seal does have a lip to hold it to the cover, like was said, heel of your hand and thump it down then up a touch till it looks to be moving then pull away from brackets and thump it up again, need to be brutal at times.
