Yup, some rust treaments do that, they don't seem to have an extra binder in them for clean steel (although thorough de-greasing is often an important step left out - esp if you're prone to working with greasy mitts :) )

Not seen RC900 think about flaking yet... but it's not a paint as such, more a bonding primer.

The red stuff is quite old Eastwoods Rust-Encapsulator, which does flake on some surfaces, esp. old paint (shouldn't be on it).. and when applied very thick on very heavy rust, but it does bind it all together and stop it getting much worse. EW R-E is more like POR15, brushable thick paint (fumes a bit nasty though!)

Just went to the rustoleum website to have a look for some paint for the underside of the van and guess what i found
